Zoo director Tierlieb gets a baby monkey called Chico for his birthday. Since the little one does not tolerate the other monkeys, he is housed in an extra cage. Chico finds that boring and runs away. At the same time strange things happen in Neustadt. The clocks go wrong at the station and city hall. Somebody always misplaces the pointers. It does not take long and the mysterious 'watch twister' is discovered. It's Chico.
